Ro Adebiyi was born in Nigeria, but raised in Ann Arbor, Michigan. He graduated in 2003 with a bachelor’s degree in sociology from the University of Michigan, where he was involved in local mentorship initiatives, Third-World development projects, and served as a two-year captain on the University of Michigan Men’s basketball team. Ro returned to the University of Michigan in 2005 to attend law school, after a stint as a paralegal at a Washington, D.C. law firm.
Following graduation from law school, he worked as an associate at a Houston law firm, started a web-based sponsorship/endorsement company with friends back in Ann Arbor, served as counsel for a small commodities trading firm just outside of New York City, and then moved to Minnesota to oversee state-wide voting initiatives as a senior staff member of the 2012 Obama Reelection Campaign. Minnesota immediately embraced and welcomed Ro, and following his post-election selection to the 2012 Inaugural Committee, he returned to Minneapolis to join the legal team at Thrivent Financial.
Ro previously served as the Chief Legal Officer for the brightpeak financial division of Thrivent Financial, and is currently serving as Senior Counsel, working on various insurance and compliance matters with impact across the broader Thrivent organization.

Ashley Allen is the State Filings Manager at Perr&Knight, having joined Perr&Knight in January of 2022. In this position, Ashley oversees the services provided by the State Filings team, including review of P&C and A&H product materials for completeness and accuracy, determination of filing requirements by jurisdiction, gathering of required transmittals, preparation of filings drafts in SERFF or IRFS, submission of filings, and facilitation of interrogatories as well as advising the team on proposed responses and approaches.
Ashley started in the insurance industry in 2013 at Berkshire Hathaway Travel Protection (“BHTP”) as a Business Analyst and later moved into the role of Product Analyst, focusing on Travel Insurance. In 2018, she joined BHTP’s parent company, Berkshire Hathaway Specialty Insurance as State Affairs Analyst and shortly after, State Affairs Manager. Ashley attended the University of Wisconsin – Stevens Point and majored in Business Administration. She received her Associate in General Insurance designation in 2014.

Brian Eidelbus is currently an underwriter/broker with Risk Placement Services and holds a 2-20 license. He started as an associate underwriter in January 2017 and transitioned into this current title in the latter half of 2018. Brian graduated from Florida State University with a double major in Finance and Risk Management/Insurance. During his schooling, he interned with Lockton in Miami and participated in the NAPSLO internship with both an E&S carrier and broker.
Starting at RPS as an associate underwriter, he shadowed established colleagues and spent time on their teams. Over the next eighteen months, he transitioned into the full-time underwriter/broker position. Brian’s responsibilities include writing new business and retaining renewals in a market that addresses both the client’s and partner market’s needs. He also oversees book management tasks including: policy issuance, inspection reviewing, endorsements, and other servicing needs.
A few months after starting with RPS, Brian was enrolled in the company-sponsored two-and-a-half-year Gallagher Career Advancement Program for the 2018 class. He works closely with Commissioner Andrew Mais coordinate and lead the Department’s preparation, response and recovery operations during disasters, ensuring that consumers and the industry are provided with guidance on claims, licensing and others important resources. As one of the Department’s key disaster response liaisons, Mr. Bradner serves on the Division of Emergency Management and Homeland Security (DEMHS) Advisory Council and the Cyber Security Council and is the Co-Chairman for the states Long Term Recovery Committee (FEMA Emergency Support Function-14). He was appointed by the Governor and the Deputy Commissioner of DEMHS to serve as the co-lead for the states Sandy Disaster Recovery initiatives.

Andy Case is the Consumer Affairs Director for the Mississippi Insurance Department. He was appointed to this position on January 1, 2010 by the Honorable Mike Chaney, Commissioner of Insurance. Prior to joining the Mississippi Insurance Department, he worked for 23 years in various claim leadership capacities with Allstate Insurance Company. He was Frontline Process Leader in Louisiana from 1987-1995 and subsequently worked as Frontline Process Expert and Retained Counsel Manager in Louisiana from 1995-2001.
In 2002, Andy assumed the Frontline Process Expert leadership position as well as Compliance Manager and Retained Counsel Manager position for Allstate for the states of Mississippi and Arkansas. He also worked in a similar support role for the states of Tennessee, Kentucky and Louisiana. Andy served as Mississippi 30-b6 Expert Corporate Witness on behalf of Allstate Insurance for litigation matters in Mississippi.
Born in Natchez, MS, Andy now makes his home in Madison.

Russ Galbraith joined the Department in 2015. Since then, he has authored the Department’s efficiency report, led the effort to streamline agent pre-license education and served as hearing officer for numerous agent, company and consumer issues.
Before that, Galbraith served as senior government and industry affairs manager for Farmers Insurance for 17 years. During that time, Galbraith served as the primary legislative and regulatory liaison for Farmers in Arkansas, Mississippi and Louisiana. He previously served as President of the Arkansas Adjusters Association and sat on numerous industry boards including the Arkansas, Mississippi and Louisiana Automobile Insurance Plans, the Governor’s Earthquake Taskforce, the Arkansas State Disaster Coalition, the Arkansas Rural Risk Underwriting Association and the Arkansas Insurance Industry Coalition.
He earned a master’s degree in public administration from UALR and a bachelor’s degree in political science from Lyon College.

Karen Givens is the Assistant Director of Product Review Operations for the Interstate Insurance Product Regulation Commission (“Insurance Compact”). Karen joined the Insurance Compact as a Product Reviewer in March 2011. Karen’s primary responsibilities as Assistant Director of Product Review Operations are to work closely with the life and annuity form reviewers to ensure thorough and responsive reviews are completed on behalf of Compacting States as well as managing the Expedited Review program. Karen also participates in Outreach events on behalf of the Insurance Compact.
Prior to joining the Insurance Compact, Karen was a Senior Compliance Analyst with Pacific Life Insurance Company from January 2008 to March 2011. While at Pacific Life, she had primary responsibility for the drafting and filing of all individual, fixed, and variable annuity products. Prior to joining Pacific Life, Karen served as the Director of Compliance for the Retirement Plans Division at Mutual of Omaha Insurance Company. Karen was with Mutual of Omaha from August 2002 until January 2008. As the Director of Compliance, Karen was responsible for managing the compliance functions of the Division that supported group fixed and variable annuities, accumulation products and institutional investments. Karen has extensive experience in annuity administration, product development, forms compliance and state filing functions. Prior to joining the insurance industry, Karen was employed as an attorney in private practice.
Karen earned her Bachelor of Arts degree in Sociology and Political Science from Creighton University. She earned her Juris Doctor from Creighton University School of Law and is licensed to practice law in the state of Nebraska. Karen has also held securities licenses and has served as a Registered Principal with Mutual of Omaha and Pacific Life.

Attended the Faculty of Economics and Management at the South Academy of Ministry of Industrial Policy of Ukraine from 2002 to 2004 where she received a Bachelor’s degree and a Master’s degree in Business Administration. The above degrees have been evaluated and certified by Educational Credential Evaluators, Inc. in the U.S. Maryana has 10 years’ experience in almost all aspects of banking by working as an economist at the Credit Bank of Ukraine from 1994 until she left to reside in the USA in November, 2004. From December, 2005 she worked for Perot Systems in the Administration department as a Quality Assurance Representative in Lincoln, Nebraska. January, 2009, she started working at the Nebraska Department of Insurance as a Life and Health Analyst.
Maryana is originally from the Ukraine and made Lincoln her permanent residence in 2004. She applied for the green card and permanent resident status in January, 2005 and received it in December 2005. May, 2011 Maryana became a citizen of the USA. Marciniak joined the MIA after nearly a decade at Progressive Casualty Insurance Company, where she started her career as a Claims Representative Trainee. She was then promoted to Claims Manager II in which she managed an office of multiple teams responsible for investigating private passenger automobile, commercial auto and special lines claims. She later took on the role of Regional Mid-Atlantic Trainer where she led claims training programs and conducted quality assurance audits for the Mid-Atlantic Region. Prior to joining the MIA, Marciniak held several other positions in areas of management and operations.
A summa cum laude graduate of Wright State University with a Bachelor of Arts degree in Organizational Communications and a minor in Business Administration, Marciniak also holds a certificate in Casualty Claims Law. She is a veteran of the United States Navy, where she was awarded the Joint Services Commendation Medal of Honor.
In June 2022, Marciniak was presented the State of Maryland Governor’s Citation in recognition of her outstanding customer service.

Vanessa C. Miller, CFE, APIR – Director, Licensing Division Mississippi Insurance Department After working in the private sector for over 20 years, Vanessa joined the Mississippi Insurance Department in December of 2008, working as a Financial Examiner with the Financial & Market Regulation Division. She was appointed Director of Producer Licensing in February 2018. As a result, Vanessa serves as Mississippi’s liaison and committee member with the Uniform Education Working Group, Public Adjuster Working Group, and Producer Licensing Task Force with the National Association of Insurance Commissioners (NAIC). These committees meet three times per year at NAIC’s National Insurance Conferences.
Vanessa holds a B.S. in Accounting from Mississippi College. She is an active member of the Society of Financial Examiners (SOFE), obtaining a Certified Financial Examiner (CFE) designation in 2011. In 2020, Vanessa was appointed as Mississippi’s NAIC Designation Program mentor, obtaining her Associate Professional Insurance Regulators Designation (APIR). Vanessa is a current member of the Securities & Insurance Licensing Association (SILA), serving on its Finance Committee. He reviews market conduct examination reports and participates in the decision-making process to determine the extent of the problems found during the exam and the appropriate disciplinary action if any to be imposed on the company.
He was previously in charge Property Unit which has responsibility for all property lines including fire, inland marine, homeowners, multi-peril, title, mortgage guaranty, financial guaranty, and credit property.
He was also the former supervisor of the Personal lines unit (for all personal lines except Auto)
He was part of the team that developed and supervised the establishment of the Coastal Market Assistance Program.
He was part of the team who developed all the checklists for the various lines of business and took part in implementing the Department’s Speed-to-Market program and also in the implementation of the SERFF (System for Electronic Rate and Form Filing) program in New York.
He is also the Department liaison overseeing the operation of the New York Property Insurance Underwriting Association (Fair Plan) which is New York’s residual market for fire insurance.

As the project manager for the Life and Health Division, she is the primary contact for the Operational licensing of Health Maintenance Organizations and Preferred Provider Organizations Network filings. She also coordinates Multiple Employer Welfare Arrangement licensing for the Life and Health Division. Garlinda facilitates the review of health filings with other Divisions when an interdepartmental review is required. She works on significant projects for the Life and Health Division. Garlinda is the primary reviewer of Long-Term Care Rate filings for the Department. Because of her technical background in form/rate filings, she assists with the training of analysts in the review of accident and health form/rate filings.

Mark has served as a deputy commissioner since August 2018. He was first the deputy commissioner for the Regulatory Policy Division and in September 2019 he became the deputy commissioner for the Property and Casualty Division.
Mark joined the Texas Department of Insurance (TDI) in 1996 as an examinations coordinator and then worked on special projects for the Regulation and Safety Program. He has served as a manager for the Commercial Lines Program and the Personal and Commercial Lines Office. In 2015, he became the associate commissioner for the Regulatory Policy Division.
Before joining TDI, Mark worked for the insurance brokerage company, Alexander & Alexander Services Inc., and Jardine Insurance Brokers in San Francisco.
He has a Bachelor of Business Administration in management from Texas A&M University.
