Paul Huang is currently the Acting Associate Administrator for the Federal Insurance and Mitigation Administration, where he guides transformative efforts to communicate risk, increase flood insurance coverage and incentivize mitigation against natural hazards.

Prior to his current position, Mr. Huang served as the Assistant Administrator of Federal Insurance for the National Flood Insurance Program (NFIP), which is within the Federal Insurance and Mitigation Administration (FIMA) at the Federal Emergency Management Agency (FEMA). The NFIP has over 5 million policyholders across the Nation and collects over $4B in revenue annually. Mr. Huang also serves as the Executive Sponsor for FEMA’s Asian American and Pacific Islander Employee Resource Group.

Most recently, Mr. Huang served as the Acting Associate Administrator for Resilience and helped stand up the Climate Adaptation and Equity Enterprise Steering Committees for the Agency. Additionally, he helped bring improved program management, collaboration, and integration across the Resilience portfolio.

Mr. Huang previously served as the Director of the Risk Analysis Division within FIMA where he helped modernize the Nation’s flood map inventory and stand-up the successful $200M+ Risk Mapping, Assessment and Planning (Risk MAP) program which integrates the hazard mitigation planning program and the dam safety program with a goal of providing quality data that increases risk awareness that ultimately drives mitigation actions in communities resulting in long term resiliency.

Mr. Huang is a Department of Homeland Security level III program manager and holds a B.S. in Management Science and Information Systems as well as a Masters in Business Administration. He has been working in the field of flood hazard mapping, insurance, and mitigation for over 10 years; previously he was an information technology consultant.

William “Brock” Long, former Administrator of the Federal Emergency Management Agency (FEMA), and Hagerty Consulting’s Executive Chairman, has more than 18 years of experience assisting and supporting local, state, and federal governments to build robust emergency management and public health preparedness programs nationwide. He specializes in strategic planning, Homeland Security Exercise and Evaluation Program (HSEEP) exercises, evacuation, public safety, recovery management, and response logistics. Mr. Long provides strategic direction and leadership to Hagerty’s full complement of emergency management programs and professionals. He offers subject matter expertise for select projects and contributes to the growing body of knowledge in the emergency management community.

Katie Gurnett is the Compliance Manager of Advertising for Physicians Mutual insurance Company and has worked in the insurance industry for over 30 years.  She has experience with property and casualty, life, annuity and health products from inception to marketing.  Katie’s Advertising Review team is responsible for reviewing all company advertising for compliance and working with state insurance departments to gain approval.  She is a Past President of AICP and has held many positions within the organization.  Katie is a seasoned presenter for seminars for AICP and the Society of Actuaries.  She has been a guest lecturer for Creighton University and College of St. Mary in Omaha, Nebraska.  She has a B.S. in Math and MBA from Creighton University, as well as numerous industry designations.
