Ned Gaines

Nevada Acting Insurance Commissioner

Ned Gaines was appointed as Nevada’s Acting Insurance Commissioner effective July 2, 2025.

In this role, Acting Commissioner Gaines is charged with protecting consumer rights and the public’s interest in dealings with the insurance industry.

Acting Commissioner Gaines has more than 25 years of experience in the insurance industry. He joined the Nevada Division of Insurance in April 2025 as the Chief Deputy Commissioner. Prior to this, Acting Commissioner Gaines served 12 years with the Washington State Office of Insurance Commissioner (OIC) in a variety of leadership roles, most recently as the Deputy Commissioner of Rates, Forms, and Provider Networks (RFPN). Earlier in his career, he worked for several property/casualty (P/C) insurers as a compliance manager, claims manager, claims adjuster, and agent.

Acting Commissioner Gaines holds multiple insurance professional designations. He is an active member of the Insurance Regulatory Examiners Society (IRES) and the Association of Insurance Compliance Professionals (AICP), where he served as president of the Northwest Chapter.

Acting Commissioner Gaines earned a master’s degree in public policy from Liberty University (Lynchburg, VA) and a bachelor’s degree in business and management from Excelsior College (Albany, NY).

The Nevada Division of Insurance, a division of the Nevada Department of Business and Industry, regulates Nevada’s $30 billion insurance industry.

Marie Grant

Maryland Insurance Commissioner

Marie Grant was appointed Maryland Insurance Commissioner by Governor Wes Moore, effective October 1, 2024. Marie believes access to quality insurance products for Marylanders is critical to making Maryland more competitive, safer, and more affordable.

Marie is an attorney and state and federal policy expert with nearly 20 years of experience in policy, strategy, and regulation in both the public and private sector, mainly in the fields of insurance and health care payment. Her previous roles include Assistant Secretary for Health Policy at the Maryland Department of Health and Vice President of Public Policy at CareFirst BlueCross BlueShield.

Marie started her career at the Maryland Department of Legislative Services as non partisan committee counsel to the House Health and Government Operations Committee and the Senate Finance Committee where she advised the committee on health, life, and malpractice insurance legislation, as well as consumer protection.

Marie received her B.A. in public health from the Johns Hopkins University and her J.D. from Georgetown University Law Center. She lives in Catonsville with her husband and family.

Trinidad Navarro

Delaware Insurance Commissioner

Trinidad Navarro was elected in 2016 as the State of Delaware’s 26th Insurance Commissioner. He was re-elected in 2020 and again in 2024. In this role, he works to ensure insurance affordability and availability for residents as well as the accountability of insurance companies. As Commissioner, he leads the office charged with protecting, educating, and advocating for Delaware residents.

A lifelong Delawarean, Commissioner Navarro has an extensive record of public service. He served for 20 years with the New Castle County Police and was elected New Castle County Sheriff in 2010. While a police officer, he received the department’s distinguished Medal of Valor.

Commissioner Navarro is a member of the National Association of Insurance Commissioners (NAIC) and was previously elected by his peers to Chair the Northeast Zone. He chairs the group’s National Antifraud Taskforce and the Improper Marketing of Health Plans Working Group. Additionally, Commissioner Navarro serves on many state boards such as the Delaware Health Care Commission, the State Employees Benefits Committee (SEBC), and the Plans Management Board.

During his term, Commissioner Navarro has fostered hundreds of pro-consumer policies, regulations, and legislation to fruition. Of note, Substitute 1 for HB 80 (2017) was passed and signed into law, prohibiting insurers from increasing rates on current personal insurance policyholders solely for having reached the age of 75 or above, or for having a change in marital status. It also restricts use of credit scores in setting personal premiums.

Other pro-consumer policy efforts include regulation of Pharmacy Benefit Managers, codifying the protections of the Affordable Care Act, and protecting and expanding access to reproductive health care. He brought forward some of the nation’s first enactments of Annuity Suitability Act protections, and the Insurance Data Security Act. Along with mandating coverage for various health care needs and ensuring compliance with mental health parity and caps on insulin prices, he worked to lower health insurance costs through improving competition, enacting the state’s 1332 Reinsurance Waiver, and launching the Office of Value-Based Health Care Delivery.

Commissioner Navarro has two daughters, Kylie and Hannah, and one son, Jordan. He resides in Lewes, DE with his wife Melissa.

Angela Nelson

Director, Missouri Department of Commerce & Insurance

Angela L. Nelson was appointed by Governor Mike Kehoe as Director of the Missouri Department of Commerce and Insurance, effective March 1, 2025. With nearly 25 years in the insurance sector, she has experience as an agent, regulator, and executive. Nelson previously worked within the department from 2002 to 2020, notably directing the Insurance Consumer Affairs Division during the Joplin tornado response and leading the Market Regulation Division.

Most recently, she served as Vice President of Public Affairs and Government Relations for the Automobile Club of Missouri, overseeing legislative and regulatory matters. Nelson also briefly worked for Blue Cross Blue Shield of Kansas City where she managed its compliance operations.

Academically, Angela graduated summa cum laude with a bachelor’s degree in management and earned her MBA from William Woods University. She has received multiple awards, including the Graduate College Award in 2012 and the Paul DeAngelo Memorial Teaching Award from the Insurance Regulatory Examiners Society in 2018, highlighting her commitment to consumer advocacy.

Tim Temple

Louisiana Commissioner of Insurance

Tim Temple was elected as Commissioner of Insurance in 2023. As the state’s top insurance official, Tim is committed to protecting the
interests of policyholders while promoting a competitive insurance market that benefits all residents and businesses in the great state
of Louisiana.

Tim serves in several leadership roles with the National Association of Insurance Commissioners, including as Vice Chair for the Surplus Lines Task Force, Co-Vice Chair for the International Insurance Relations Committee, and Southeast Zone Whip for the Government Relations Leadership Council. He also serves on the P&C Insurance Committee and Reinsurance Task Force.

Immediately prior to becoming Commissioner of Insurance, Tim served as President of Temptan, a family-owned investment management business in Baton Rouge. Additionally, Tim is a former Chair of the Louisiana Committee of 100 for Economic Development, working outside of government to provide leadership and resources with a focus on growing Louisiana’s economy.

Tim is a native of DeRidder, Louisiana. He and his wife Amy live in Baton Rouge with their two daughters.
