Kathleen Birrane, a partner in the Litigation practice, serves as the firm’s US Insurance Regulatory Practice leader. She represents clients who are engaged in, or support, the business of insurance with respect to regulated activities and related litigation. Kathleen returned to DLA Piper in July 2024 after four years of service as the Maryland Insurance Commissioner. During her tenure, Kathleen served on the Executive Committee of the National Association of Insurance Commissioners, was the inaugural chair of the NAIC’s Innovation, Cybersecurity and Technology (H) Committee, and lead the solvency workstream of the NAIC’s Climate and Resiliency Task Force. Kathleen is broadly recognized as a thought leader on complex insurance regulatory issues, including the responsible and ethical use of AI Systems and complex predictive models in the business of insurance. Tony Cotto is the Director of Auto and Underwriting Policy for the National Association of Mutual Insurance Companies (NAMIC), where he advises member companies on all legislative and regulatory matters related to automobile insurance and risk-based pricing across property/casualty lines. He frequently represents NAMIC before federal and state policymakers at the National Association of Insurance Commissioners (NAIC), the National Council of Insurance Legislators, as well as individual state regulatory and legislative bodies. He also represents NAMIC at several insurance industry and road safety community organizations where he provides analysis, research, and testimony on priority issues for NAMIC members.
Before joining NAMIC in 2020, Tony served as an Executive Advisor in the administration of Kentucky Governor Matt Bevin, overseeing legislative and regulatory reform efforts across more than 35 agencies and licensing boards, including the Department of Insurance. Prior to that, Cotto advised insurers in private practice as a Managing Associate at the law firm of Frost Brown Todd, which followed a 5-year stint as Financial Policy and Legislative Counsel at the NAIC. During his decade and a half in Washington, DC, Cotto also served as Counsel to the U.S. Senate Permanent Subcommittee on Investigations advising the ranking member at the time, Dr. Tom Coburn (R-Okla.), and as Associate General Counsel at the U.S. Department of Commerce in the George W. Bush administration. He began his legal career prosecuting whistleblower complaints at the U.S. Office of Special Counsel.
Cotto earned his J.D. from The George Washington University Law School and his bachelor’s degree in political science from Yale University. He lives in Louisville, Kentucky, with his wife and daughter.

Karen began her insurance career over 34 years ago in a local Met Life sales office outside Cincinnati, OH after graduating from the University of Cincinnati with a degree in Science Education. She also worked in a local Met Life sales office and the Regional Office while she lived in Nashville, TN. When she moved to Columbus, OH she worked for Midland National. After a move to the Indianapolis, IN area, she worked for CNO (Conseco) and then OneAmerica. She moved to Tampa, FL where she worked for New York Life.
During the last 27 years of her insurance career, Karen worked in various compliance roles on different product lines, such as annuities (fixed, variable and equity indexed for both individual and group), group term life and individual whole life, term life, and universal life, and benefit group products, such as group disability income insurance.
Karen is a past president of the AICP and a President’s award recipient. Karen served in various offices starting with the local Midwest Chapter and then to the National level and she has served on many committees throughout her tenure with the AICP. Karen has also authored the “Know Your Regulator” blog articles where she shares information about a regulator with the AICP members.
Karen is retired part time and fills her days refinishing and sprucing up old furniture for New Life Warehouse in Tampa, FL (newlifewarehouse.org). Karen and her husband, Mark, enjoy being outdoors and as a new retiree, Karen also has more time to play pickleball. Karen and Mark have four grown children and one grandson. Karen loves to travel especially to see her family in Indianapolis and Southern California.

As Deputy Commissioner of Property and Casualty, Ms. Christy serves as OIR’s representative member on the Citizens Property Insurance Corporation (Citizens) Market Accountability Advisory Committee. The Citizens Market Accountability Advisory Committee assists the Citizens Board in developing awareness of its rates and its customer and agent service levels in relationship to the voluntary market insurers writing similar coverage.
Prior to her appointment as Deputy Commissioner of Property and Casualty, Ms. Christy served as OIR’s Director of Property and Casualty Financial Oversight since 2017. Her primary responsibilities as Director included the overall supervision and operation of the Property and Casualty Financial Oversight business unit. This unit is responsible for the licensure and regulation of all Property and Casualty insurers.
Prior to becoming the Director of Property & Casualty Financial Oversight, Ms. Christy served as OIR’s Chief Assistant General Counsel. In this role, she managed the Legal Division’s Regulatory Actions Section which provides legal counsel to the Commissioner and staff of OIR, regarding all matters related to the regulation of insurers, including the review and analysis of the legal sufficiency of admissions applications and other company documents.
Before joining OIR, Ms. Christy served as an Assistant Public Defender with the 2nd Judicial Circuit.

She comes from over 30 years in the industry managing product development and compliance of life, annuity and health insurance. Karen’s last position was as Manager and Consultant for McHugh Consulting Resources, Inc. where she had the honor of working with numerous health and life insurance carriers, assisting them in getting their products approved through the IIPRC and in each US jurisdiction. Karen has worked with all types of health insurance including major medical/ACA products, senior products such as long term care and Medicare Supplement, and supplemental products such as GAP, accident only, specified disease and indemnity products, as well as excess stop loss.

Tom Travis is deputy commissioner for policy, innovation, and research for the Louisiana Department of Insurance. He previously served as director of the La. Property and Casualty Insurance Commission and as the commissioner’s NAIC liaison. The office of policy, innovation, and research leads the development of public policy and proposes legislation and regulations on insurance issues with a recent emphasis on the availability and affordability of property and casualty insurance. He participates in several NAIC working groups related to reinsurance, surplus lines, and receivership. He is also charged with oversight of the Louisiana Fortify Homes Program, a grant program to encourage resilient construction.
He graduated from Georgetown University in 1985. After active military service, he graduated from the LSU Law Center in 1992. He holds LL. M. degrees from the University of the Pacific and Southern Methodist University and an MBA from Southeastern Louisiana University. He has been with the Department of Insurance since 2008, and, prior to that, he worked as an attorney at the Louisiana Workers’ Compensation Corporation.

Erick Wright is a highly accomplished individual with a diverse background in both the insurance industry and community service. Erick was a four-sport letterman and 2001’s Football Defensive Player of the Year. He then attended Troy University where he walked-on and earned a scholarship for football. After graduating with a degree in Risk Management and Insurance and a minor in History, he went on to complete his MBA in Public Administration from Texas Southern University.
With over 20 years of experience in the insurance industry, Erick has held various positions at companies such as Allstate, Nationwide, and Farmers Insurance. Erick also ran his own independent agency for five years. Currently, he serves as a government regulator of insurance affairs with the Alabama Department of Insurance.
At the Alabama DOI, Erick Works in the rates and forms department as an Analyst II. Ericks main lines of coverage are Workers compensation, Cannabis, Medical malpractice, and Surety.
On a personal level, Erick is a 40-year-old husband and father of 8 who enjoys spending time on his farm with his family and friends. In his spare time, he loves to write and be creative; having published six books with the most recent one called “AI Insurance Principles.”
